How do you – A Site-Code (Nav-Bar) in the fixed position?

A “site-code” for a web ring is supplied to the prospective member as a Icon (graphic on the page, or other sites page) and a set of the links, “next” “previous”, sometimes 3 or even up to 8 in number!
I have seeked for two hours and not found an entry which would tell me if that is possible!
I see blogs gaining popularity, but not represented in the “rings”
I just registered for a ring in RingSurf.com, and don’t know what to do with it…. -
Would you post the code here — between backticks — so we can see it? The backtick is the key to the left of the number 1 on your keyboard and looks like this: `.

Web rings are very, very old-fashioned and not likely to contribute to your blog’s success. I would not bother with it if I were you. If you wish, you may try to paste the code in a Text widget and place that widget in your sidebar, but some things, such as javascript, will not work.
