How do you add authors/editors to an existing blog?

Using nhhatest99.wordpress.com. Myself as admin and 2 or 3 others as author/editor just to check it out. I need both admin and editor logins so I can teach the authors.
I tried to give myself an editor login in addition to my admin login. I got positive confirmation that I now had a new account. But dashboard->users->all users shows only my admin login. And if I log out then log in as my author (different name, email, and password) it tries to go to a blog “differentname.wordpress.com, and claims the blog doesn’t exist, which is true. And I don’t want it to exist. Forum issue is a bit different but probably related.
Issue: How do you add authors/editors to an existing blog?

Yes. Followed instructions in http://en.support.wordpress.com/adding-users/.
Got two activate emails, [WordPress] Activate tomauthor, and [WordPress] Activate. (The latter had an activate Blog button.) I activated tomauthor. Can’t remember if I activated the blog.
Got confirmation email: New WordPress.com User: tomauthor.
Then checked nmhatest99 users and tomauthor not there.
Must I activate the unneeded blog? -
The account will need to be activated by the intended user first, then they’ll be added to the blog.

There are two levels of activation: account and blog. The account for tomauthor was activated nov 23 via invitation email, and has been activated the whole time. The blog was not (confirmed since last post). The invited and activated user never showed up in nmhatest.wordpress.com.
Yesterday I activated the tomauthor blog, even though not needed. I got the tomauthor dashboard, with Blog, Page, etc in the menu. So that blog is now there. It made no difference. The status is that my invited user, tomauthor, is still not in my nmhatest99 dashboard->users->all users list.
I am pretty sure I have done all the steps, and confirmed each as I went along. Is there a last step I should take? Should I for example reissue the invitation? -
When I visit your Users -> All Users page, I see tomauthor added as an Editor on that blog.
After activating that username, did you click on the “Accept Invitation” button in your invitation email?
The full process would be to sign up for a WordPress.com username, activate your new account, and then accept the invitation to be added to the blog.

True. After the post I resent the invite, redid the entire process, and all worked. I suggest documentation and the invite email emphasize “activate your new account, and then accept the invitation”. Nonetheless, I am clicking the “resolved” button. Thanks for the prompt replies,
