I don’t get what you mean by change the order of items on the WordPress.com Customizer.
You cannot change the order of items on the WordPress.com Customizer. The order is always as shown on the WordPress.com Customizer.
Did you mean to say that you would like to change order of the items in your Menu section, or the widgets shown on the Widgets section?
You can do that by opening the WordPress.com Customizer https://wordpress.com/customize and then click on Menu or Widgets section, whichever you need. Drag the items shown there to rearrange them.
Here is a guide to help you on how to reorganize the widgets https://en.support.wordpress.com/widgets/#adding-and-configuring-widgets or the menu items https://en.support.wordpress.com/menus/#3-organize-your-menu-and-add-sub-menus-drop-down-menus
Hope this helps. Let me know if you have questions.

Sorry to be so vague! In the Customizer, I can go into the widgets and menu sections like you said. However, is there a way to change the order of all items on your page/site?

Changing the order of those elements isn’t easily possible in Radcliffe 2.
Some ordering changes may be doable with custom CSS, using an advanced technique called flexbox that would require Custom CSS, available with the Premium or Business plans. Which specific elements can be reordered is very precise, and depends on a theme’s underlying code, so if you’d like to go ahead with an upgrade, if you tell me exactly what order you’re looking for, I can tell you whether it’ll be possible.

Okay, thank you. I may choose a different layout since I am not looking to upgrade right now. Thanks!
