How do you change the text in the header?

Hi, there,
I would like to add some text to the sentence under my blog’s title/header but I cannot find out how to do/this if it possible once the blog is up and running.

The Site title and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General
“save changes”
That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed.Note that you can create a lengthy Tagline if you wish but it’s not in your best interest to do so from an SEO point of view. Thanks for your quick reply. Unfortunately I don’t have a ‘Settings’ option in the toolbar – I only have ‘Forums’, ‘Themes’, ‘Support’, ‘News’ and ‘Features’. Where should I go from there?

You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard.
