How do you install a bootstrap plug-in after you have already downloaded it?

How do I install bootstrap in my wordpress site? I am a premium member so can edit my css. I’ve downloaded the plug-in but don’t know how to install the actual file. Do I need to do this via a console?

It is not possible to install plugins or install other files on WordPress.com for security reasons. In order to use them, you will need to use a different hosting provider with your own installation of WordPress from WordPress.org.

Let me rephrase that: how do I install the bootstrap plugin that you offer on your site on my website which is a premium account so I should be able to add this plugin to the site.
It must be possible other wise wordpress would not offer it.

You are welcome to install the plugin on a self-hosted site running the software at WordPress.ORG. On WordPress.COM, this is not an option, regardless of upgrades.
