How do you install a plugin?

I am trying install the plugin ‘podPress’. I have downloaded it and put it in the correct WordPress folder, but I cannot find a plugin menu on my dashboard. I have been told it is in my WordPress administration files but I cannot find these either. Where is a place where I can install this plugin and use it?

You are on wordpress.com. Plugins aren’t allowed here. The plugin you are talking about is probably for wordpress.org.

I am trying to translate the content on my webpage into different language. If translate plugin does not work because I am using wordpress.com, do you have any other suggestions?

There is no FTP access and we cannot install plugins. We can’t use Microsoft or Google translation widgets or others as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
