How does canceling orders work?

Hello, I run the Stray Dog Strength store and I have a few questions about canceling orders.
We make CUSTOM equipment and it is available for purchase online but it is not able to be returned if it is custom so how can we make it so they cannot cancel an order?
We also make non custom equipment that can be returned how would we be able to make some items not returnable but some being able to still be returned.
I also have a question about how I can see when the money of a canceled order actually goes back to the customer so I can be sure that they have been taken care of?
Also do you not have a phone number to call? I really would like to talk to someone.WP.com: Unknown

I am guessing you would process some of these as manual refunds, but I may be wrong since WooCommerce isn’t my area of expertise:
