How does css get added with the WP Customization GUI?

Where does it get embedded?inside the head tags or is it external?

On WordPress.com, CSS can be added using the editor on the Appearance → Custom Design → CSS page.
WordPress.com concatenates CSS so that it is displayed all in one minified block and the custom CSS you add is at the bottom of other CSS loaded so that it has a higher specificity.
