How does hosting location affect traffic?

Hi folks,
I am wondering if someone might be able to help me out with a question from a client, below. I am a copywriter who provides content for web sites and blogs, but I am not involved with site maintenance/updating myself. Can anyone help me understand
a) exactly what he is asking, and
b)if it in fact does matter, traffic-wise, where the blog resides?Thank you in advance for any thoughts or help you can provide! :)
QUESTION:

However, almost immediately, it needed updates and our in house web guys are not to keen on relying on the server guy to always have to do this.My question for you: Do you know if it matter if the blog is on our server on the WordPress server? I think from general fresh content it does not… and of course we can link into whatever we are focusing on. But we would be missing out on the server traffic that might boost the overall website in rankings. Thoughts?

I believe the question is whether to use a self-install or have the blog hosted here at wordpress.com

And you also are going to want to look at the terms of service to see if the type of blog they intend to have is allowed here.
Because of the system used here at wordpress.com, there are tremendous benefits – traffic-wise – to having the blog hosted here. However, there are drawbacks as well.
