How does importing a file from my computer convert a category to a tag?

  I am utterly confused. I clicked on “Categories and Tags Converter” under “Tools” and it took me to a screen where I can “Import posts, pages, comments, custom fields, categories, and tags from a WordPress export file.” So, I click on that and it asks me to ” Choose a file from your computer” and I have no idea what that has to do with converting a category on my blog to a tag. I don’t why a file on my computer has anything to do with my categories and tags on my blog? I am stuck on this particular step and unsure what to do. Please, help! :-) Thank you, in advance.

  I just figured out the mistake I made that created all of this confusion. Thank you, anyway!

  Under the import section (which is under tools), I clicked on “WordPress” and did not even see “Categories and Tags Converter” that I had to click on again. Now, it makes sense.
