I think there are charges. Why else send this: You authorised a payment of $13.00 USD to WordPress.com
Your funds will be transferred when the merchant processes your payment. Any money in your PayPal account at that time will be used before any other payment source. -

If charges were incurred, then they were not associated with the account you are contacting us from. What is the domain URL? I will be able to find the account that the charge is associated with. In order to issue a refund, you would have to log into that account to confirm ownership.

Is that the PayPal transaction ID? That is the only we can we can look up the upgrade via ID. The best way to look it up is via the domain URL? What is the domain URL that you mapped? Or what is the WordPress.com address that you mapped the domain to?
