how does the PREMIUM Package work?

  does the PREMIUM Package work on multiple blogs within one account? Or do I have to buy a PREMIUM Package for each blog? I also have created several accounts, so I assume I would have to buy a PREMIUM package on each account. Correct? Is there a way to multiple blogs on one account and give access to certain people only to certain blogs?

  The blog I need help with is: (visible only to logged in users)

  yes you can have several blogs on one account, the users on one blog do not have access to another blog unless you invite them to be a user on the second blog. In fact the users on one blog do not know about any other blogs on a specific account unless they are told about the other blogs or sometime you can search on the account / user name and find another related blog

  does upgrading to a PREMIUM Package on one account give you the enhanced feature on all your blogs in that account?

  That is correct.

  But before buying the Premium $ 99.- / year package, take a look at the individual pieces, you can buy each part by itself. Only buy the package if you can save money on what you actually need. If you have your own domain name you might only want the domain mapping at $ 13.- / year
