How i active the table of content ?

I want use one table of contents but i don’t know where i activate it. I’ve read the page “Table of Contents Block” but i don’t have “table of contents” in my blocks.
Why i haven’t this block and how i can activate this one ?

Hello, usually the Table of Contents block is enabled by default but you can check if it is enabled by following these steps:
1.Open the Post or Page where you want to add the Table of Contents block.
2.Open the Options menu (three dots at the top right corner of the screen) and then click on Preferences.
3.Click on “Blocks” option and then search for the “Design” section. Make sure Table of Contents is checked.

I don’t have the table of contents in the design section of the blocks option.
I use WampServer actually for learn WordPress and upgrade a old site.Regards,
