I’m trying to add comment luv – I have downloaded the program and cannot find the “plug in” option to add it.

Unfortunately, it is not possible to install plugins on WordPress.com, for security reasons. This is why you do not see a Plugins tab on your WordPress.com dashboard. Plugins can only be installed on self-hosted WordPress blogs. If you are wondering how WordPress.com differs from WordPress.org, this support article explains the distinction:
Is there a particular feature of Comment Luv that you are trying to implement here? Perhaps that is something I can help find a replacement for.

thanks so much – what I was after was the feature where people who list comments automatically get there own latest post linked next to their name. I have heard it encourages comments on your blog. That’s what comment luv does so that’s what I was after. Thanks!

what I was after was the feature where people who list comments automatically get there own latest post linked next to their name.
While we do not offer this feature, readers to your site do have the opportunity to leave a link back to their own website. If they are not a WordPress.com user, there is a text box in the comment form where they can enter a link of their choosing. If your commenter is a WordPress.com user, then a link to their primary blog (set here: https://wordpress.com/settings/account/) will be inserted automatically.
