How long before a deleted blog url is available again

I created a blog a few days ago with a new wordpress account. The blog URL is clayanointedeyes.wordpress.com.
I decided I wanted to write that blog under a different wordpress account, profile, and e-mail. So, I deleted the blog permanently. Then, I created a new wordpress account and wanted to “re-open” the blog with the same URL. However, I am not allowed to do so with the reason being that the URL is not available.
Is it because deleted blogs’ URLs can no longer be used?

I read the link you sent me but I would like to appeal.
I was the owner of the blog url, and I simply want to re-use it on the new account. I can provide any needed information to verify that I was the same owner of the deleted URL.Please review my case. I really like the URL and regret deleting it permanently without considering alternative options.

Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made. http://en.support.wordpress.com/recycling-blog-names/
Deleting a site permanently removes it and you’ll never be able to reuse its WordPress.com address. If you delete a blog you will not be able to get it back and no one else will be able to use that blog address. You must be sure you never want to use the blog again if you delete it.
To prevent accidental or inadvertent deletion of blogs, there are multiple warnings given that blog deletion is permanent. Lastly, a verification link is sent in an email and must be clicked to delete a blog. If you clicked it and the blog was deleted it’s game over. http://en.support.wordpress.com/delete-site/
However, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.

I am not staff so have no role to play in restoring a deleted name/url.
I will say that as long as I’ve been here, the rule applies to everyone, including the original owner. There are multiple warnings that deleting a blog (url) is permanent! I will put a tag on this topic for staff to take a look, but it is unlikely that you will be allowed to reclaim your deleted name.

I’m sorry, but as the others have stated, once a blog has been deleted permanently it can never be restored. This is handled automatically, and there is no available appeal process.
My only suggestion would be to register a new blog with a similar url if one is available.
For future reference, it is always possible to transfer an existing blog to another username.
