How many plugin is too many?

I have a Google speed rating of 6/100 and 80 plugins. My developer says it’s the size of our image however, we have used the same image on all 11 previous websites. We are loosing a huge amount of revenue and we can’t get support because we don’t have access to WordPress through our account. We have paid a huge amount for our website and it does not work..
