how much can we customise theme?

We are new to wordpress and looking to build a knowledge base site for health information.
Its makes sense to us to use an existing theme such as flat base as most of the functionality done for us already.

We wish to make our own design without being confined too much by any existing structure while keeping the functionality. Question is, is this possible? I realise themes can be ‘re-skinned’ but we’re are talking about a complete redesign. Will it be lots of work and better off starting from scratch and building a custom theme?
(We also need to add a wiki style user edit feature to the theme.)

If you really want to customize your theme, you have to buy a premium WordPress theme!
For a “wiki style” blog, my advice is to find a Wiki like WP Theme, exemple or to add a wiki plugin (premium)
With the Premium WordPress Plan, you can customize the style.css -
Thanks for the reply. Had a look into premium themes and to be honest not sure what the definition of this is? Seems subjective? It looks like the flatbase theme we mentioned could we classed as premium?

You are on the wordpress.COM forum here, there are many free and premium themes in many different forms, and with the CSS upgrade more changes can be made.
External themes such as those from themeforest cannot be used for these blogs.
Plugins can’t be used here either.
