How to access plugins?

I am designing a website for my local football club. To do this I would like to use the following plugin: https://wordpress.org/plugins/sportspress/
My question is how do I go about upgrading my wordpress account so I can download this plugin?
Do I need to upgrade to a ‘premium’ account for $99? For this I get a domain name, powerful customization options and space for video. But does this include the ability to download plugins? in particular the sports press plugin?
Any help is appreciated!

You have created a WordPress.com account.

Upgrading your WordPress.com account to Premium will not allow you to add a WordPress.ORG feature such as plugins. Again, these are two separate entities.

I will transfer my site across to a .org site in that case. One very very quick question before I do. Would you know the cost of doing this? i.e setting up a .org website to be able to use plugins?
I understand I am asking .org questions on this .com forum – im sorry for but im new to this game and dont know where to start!

WordPress.org (the software) is free. You will have to find and pay for your own hosting. Cheap hosting can be as low as $5/month but typically you get very little support assistance.
