How to access the html on the css stylesheet to edit it?

Blowed if I can find how to access the html to change it. Where do I go? I’m going round and round in circles.
And while I’m at it, why on earth would WordPress automatically put the” header” underneath the menu bar and the site title??? Pure madness. And it’s soooo difficult to move. It’s obviously not really the header after all. Frustration at trying to find stuff on this site.

The blog I need help with is: (visible only to logged in users)

Hi there, the Custom Design upgrade that you’ve purchased gives you the ability to modify CSS on your blog. It does not enable you to edit the underlying code of your WordPress.com blog, although you can use HTML in the Text Editor, e.g. to change font size and color of your posts/pages.

If you could let me know what HTML you’d like to change, I will be glad to assist you in finding alternative ways to achieve your goal.

Putting the title of your blog on top of the page helps its search engine rankings, that’s why our themes put the blog title first (so either on top of the page or in the top left corner). You may be able to adjust it with CSS, check the CSS Customization forums for tips and tricks and post your question there: https://en.forums.wordpress.com/forum/css-customization

If you changed your mind about the Custom Design upgrade, you can cancel and refund within 30 days of purchase under Store > Upgrades.

Ok about the title but I thought when I purchased the custom design upgrade I would have access to the CSS style sheet but there seems to be no button I can press to access it? I need.to put the menu bar under the header.

You can access your CSS stylesheet via Appearance > Custom Design, then click on the CSS tab. Or, access it directly via this link: https://allthingsnoni.wordpress.com/wp-admin/themes.php?page=editcss
