How to access user's input and insert the given input in another string?

I’m a complete newbie to wordpress but I really need your help. I want to take the user input and insert the input in between a string. The string is a link. I just take one word input from the user and insert it at a specific location in the string and give the string back to the user.
How do I do this. Please help. Thank You. This functionality is required for a covid-19 resource website that I’m making.

the above is the site. I’m yet to buy a domain. But I want the functionality that a user can enter name of a city and I can insert that name into a preexisting twitter link and give the modified twitter link back to the user.

Thanks for clarifying. It looks like your site is not hosted with WordPress.com. It is a site using the open-source WordPress software (from WordPress.org) but hosted elsewhere.
Because WordPress.com and WordPress.org are two entirely separate entities, we cannot access files or data for sites that are hosted elsewhere, so WordPress.com staff can only assist with sites that are hosted on our servers.
