How to activate a widget that’s already on theme

I would like to have the widget,” browse popular tags”, activated on my homepage. Whenever I click on it, nothing happens. Also, there is no listing of popular tags.

You have no tags, only categories – at least as far as I can tell. You can put the tags cloud widget in, but it won’t show up or show any tags until you have assigned tags to published posts. The tags will not show up if they have not been assigned to posts that have been published.
You can set any title you want for that widget.
