how to actually upload theme from another site

There is no support describing how to upload wordpress themes from other sites and the wordpress options have changed such that e.g. youtube videos are no longer helpful in leading the way. For instance, there is no longer an “add new” option listed in the themes section. Please help.

Hi there, it sounds as if you may have managed a self-hosted site in the past, if you used third-party themes for a WordPress site.
Themes can’t be uploaded to blogs hosted on WordPress.com. They can only be uploaded to self-hosted blogs running on WordPress.org software. You can read more about the differences between WordPress.com and WordPress.org here:

That is correct. You can ONLY use WordPress.com themes on WordPress.com sites. Those can be found at Appearance → Themes in your site’s Dashboard.
