How to add a menu navibar

How do you get the navibar to show another selection when you drag your mouse over it like at http://www.tsukinoryoko.com ???i cant figure this out!
The blog I need help with is: (visible only to logged in users)

I think this is a theme specific feature. Either try using a theme which also has this, or start editing the CSS.

You cannot add top navigation via CSS. It would require access to the underlying PHP script theme files to add that functionality and we do not have access to those files.

@battleofeo: Your “another selection” is dropdowns to child pages. The theme you’re using (Monochrome) does include this feature (same goes for iNove, Neutra, Sandbox 1.6.1, and Titan).

These are the only wordpress.com themes that have templates which are coded to provide for child pages (sub-pages) in a dropdown beneath Parent Pages;
iNove, Monochrome, Neutra, Sandbox 1.6.1, Titan
