How to add a new user?

Hello,
I am trying to add a new user to a webpage but the only option I can find is to add an existing user. Even if I choose ‘Add New’ I am brought to a page adding an existing user. How can I fix this? -

https://wordpress.com/people/new/You should be able to type in usernames or email addresses. If that is not where you are looking, could you send a link to the page you’re using to add a new user?
