  External plugins are only allowed in self-hosted wordpress.ORG sites. WordPress.ORG sites (like yours) won’t allow it.

  Do you know the plugin name?

  If so, simply go to your blog’s Dashboard, go to Plugins then Install Plugins. You can do a search of the plugin name or the features it does, if you aren’t sure.
