How to add a plugin?

I would like to add the Edit Flow plugin to our blog. On the Edit Flow website, it says to go to “Add New” in the Plugins section of the blog admin, then to search for “Edit Flow”. I can’t find the “Add New” option at all, let alone the Plugins section. How do I do this?

There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.com blogs.

http://support.wordpress.com/com-vs-org/There is no upgrade you can purchase here that provides FTP access and the ability to install plugins and or any third party themes. If you want FTP access and to install plugins or third party themes into a site then you will have to hire a web host http://wordpress.org/hosting/ and set up your own WordPress.org install.
WordPress.com and WordPress.org are completely separate and have different logins, features, run different versions of some themes with the same names, and have separate support forums http://support.wordpress.com/com-vs-org/
