how to add a scroll bar? and…

1) hello, I’m using wordpress.com and I’m still trying to figuring out how to add a scroll bar in my home page.. when I add to many second level pages to my menu (or contact, or information..) the drop down menu goes out of the screen and a visitor can only see a bunch of these (5 to be precise) and is not able to see or select the others pages..
2) At the moment I’m using “Libre 2” theme…is it possible to shift the widget bar to the left side instead to keeping it to the right as default?

I do not believe you can move the sidebar to the left.

I’ve already tried to disable and re-enable infinite scroll, but doesn’t work..same problem all the time… I’m start thinking that wordpress.com is very limited and is not possible to solve this problem using the beginner version..
maybe I should try to learn harder things in order to achieve my ideasthank you for the asnwer,
