How to add a “static box”

How could I add a “static box” where I could insert a picture or people could sign up for my email list?
Look here for an example of what I mean:
http://realsocialdynamics.com/I want to add something like the picture on the right side of the page where it says “Have a question?”.

To clarify: The point of adding this box is so that people will still see it even though they may scroll down. Notice how the picture on http://realsocialdynamics.com/ is “static”, it doesnt move.

Because there are different versions of wordpress and this forum is only for those hosted here at wordpress.COM. What works here doesn’t work in other places.
