How to add Alt tag to Images?

I can add a title to an image for the SEO purpose….but how to add the alt tag to the image?
The blog I need help with is: (visible only to logged in users)

When you insert an image, right under the title field is the alternate text field. You can enter it there.
On existing images, open the post, click on the image, click on the edit image button and it is on that window that opens or on the “advanced tab.”
