That would require javascript or flash, and it is not all allowed here at wordpress.com for security reasons, and further more, I do not believe that javascript can be put into CSS, and flash is also problematic.
CSS was never designed to hold code. It is a way of stylizing an HTML page or pages, and keeping all the stylization information in one place.
