You are trying to replicate the fact that the background spins automatically? Or do you mean the way it shifts left/right based on where you move your cursor on the page.
The site you reference seems to be custom-developed, so it is not something we offer for free sites, so to replicate that effect you would likely need to upgrade to the WordPress.com Business Plan or higher. This would allow you to upload any plugin or theme “designed for WordPress” and this would allow you to consider a plugin like the ones you see here:

A plugin will help with the animation aspects, but you will also need the help of a graphic designer to design the illustration (that you will animate) and that is not something we can help with.
