how to add another blog to my account?

im new to wordpress, i made an account and created a blog named vietgamer.wordpress.com however, i do not like the name and want to change it. but i;ve heard that i cannot change the name of the blog once i’ve made it. i was told to export the content on that blog then create a new blog and import the the stuff there.
but how can i make another blog domain? i tried using the “add a new domain” in my account setting but it does not work. please help

My Blogs >> Manage Blogs >> Register Another Blog (lower RH corner)
Then transfer content from old to new with export / import – then set old blog to Private so the bots will not see duplicate content and down rate you – keep old blog for learning and testing – don’t delete it – else it is gone forever and forever

also when i click My Blog, i do not have a Manage blogs button nor do i have “register another blog”.
i only have dashboard, new post blog stats, manage comments, and read blog.
that’s al all. so how do i get another blog?

Domain is the base URL address, here “add a domain” is used in the context of register a new name such as “jinjin12.com” which you then usually map to a blog here to give you a simpler entry point and one that you can take with you.
You should also be able to register a new blog:
Dashboard >> My Blogs (upper part of your left side bar) >> Then you should see the “Register a new blog” in the lower right hand side.

This only works if you are logged in as Admin.

also the dashboard is not global right? each dashboard changes the setting for that blog?
