How to add content plugins

I’ve have seen several articles about plug-ins certain ones mention you have to use CS5 others do not. I am looking to ad an advertisement banner plugin, How do I install the Plug-in…button? In other words, I have the plug-in(or rather it exist and now I need the installer, I’m sure someone has done this. They mention something about installing it to the WP directory, Do I have to do this? Is there a simple way? etc… Any preferable way is welcome.
