Hi there. You are not allowed to remove the WordPress and theme credits at the bottom of your blog. Doing so is a violation of the terms of service and will lead to your blog being suspended. This is regardless of upgrade: even Enterprise and VIP clients like CNN are required to display those credits.
You are allowed to add your own information to the footer, provided the WordPress credits remain visible and clickable, but you can only do so by editing the theme’s CSS and for that you’ll need the custom design upgrade (included in Premium and Business bundles).
You can post your question in the CSS customisation forum for info on what code will be needed to make this change: https://en.forums.wordpress.com/forum/css-customization#postform
See here for more info on the custom design upgrade:

You are not allowed to make the attribution links invisible either:
May I remove the Admin Bar, credit links such as ‘Blog at WordPress.com’, theme, font, or toolbar links?
All WordPress.com bloggers are required to maintain the Admin Bar (the dark bar that appears at the top of WordPress.com sites when logged in) as well as credit links in the footer, even our VIP bloggers. Please do not hide or alter text or links for the footer credits or the toolbar. Modifying the style of the footer text (i.e. colors and font size) is fine as long as it’s still readable. Using CSS, you can also add content like a copyright notice to the existing footer. If you would like to do that, you can ask in the CSS Customization forum and Staff or our community volunteers would be happy to help you do that.

If you go to Appearance > Customize > CSS you can try things out before you decide if the upgrade is right for you. Paste the following code into the text area to see an example of what is possible:
.site-info:after { content:"This is some new footer text!"; display:block; } .site-info { font-size:11px; } -
