  how do I add a header with a manual counter that I can update myself to my website

  What kind of a counter do you mean please?
  Exactly what do you want the counter to count?

  WordPress.COM users have code restrictions. No JavaScript, no form codes, except these https://en.support.wordpress.com/forms/contact-form https://en.support.wordpress.com/forms/, no tracking codes, and no unsupported embeds can be used on any wordpress.COM hosted sites.

  P.S. Also note that we cannot access and add any code to the <header> on any wordpress.COM hosted sites. For that you need a wordpress.ORG software install on paid hosting.
