That is only possible provided you have purchased a custom design upgrade. See here for details on purchasing the annually renewable custom and CSS editing:

P.S. I hasten to add that I’m not sure if it is possible at all so I recommend using this link https://en.forums.wordpress.com/forum/css-customization#postform to post to the CSS Forum and ask your question there, prior to purchasing an upgrade.

On a first read, this does sound like something that would require custom code and not just CSS, so it might not be possible.
I did look at the image at https://lh5.googleusercontent.com/Ni4YKQc7JMvwICQpZ5TZfbT8EDiSHz75-l31w-aHrJoE=w725-h207-p-no but I’m not sure exactly what you mean by a date bubble.
What you can do with CSS is modify the look of things which are already on the page, you cannot use it to add functionality.
