How to add Disqus?

I want to add Disqus to my re-newed site. I found some tutorials how to do it, but any of them is wowrking. I have totally different dashboard, no plug-ins, no settings of comment. I have no idea what to do.

You are reading tutorials that are only for WordPress.ORG software installs.
This is a multiuser blogging platform. Our blogs are not free standing. There is no FTP access to free hosted WordPress.com blogs and we bloggers cannot install any plugins. There is no upgrade you can purchase that will provide FTP access and the ability to install plugins, upload themes, and/or edit templates and themes in a free hosted WordPress.com blog.

You can’t do it. None of those tutorials work for your blog because you have a WordPress.COM blog, not a WordPress.ORG one. You cannot add plugins or external themes to a WP.com blog.
Your comment settings are on Settings->Discussion on the dashboard.
