How to add disqus comment system to my wordpress

On My WordPress dashboard it does not contain the word plugin to add a new plugin disqus comment system to wordpress. I am wanting to be able to block commenters from replying to my comments on OneNewsNow.com newsfeed. But don’t know how to get set up to where I can go through wordpress to get comments and be able to either delete or blacklist a commenters

Plugins are not allowed on WordPress.com http://en.support.wordpress.com/plugins/
Disqus allows people to post comments using their social media profiles. And WordPress.com automatically allows people to post comments using their social media accounts.
