How to add "follow" button

I fully admit that I have very little knowledge of what I am doing, and I currently only have a free WordPress blog that is set to private. I would like to have an option to “follow” my blog such that viewers would be automatically notified via email when I create a new post. Is there somehow an option to do this with my current settings? I found this article, https://en.support.wordpress.com/widgets/follow-blog-widget/
which seems to describe exactly what I am wanting to do, but I don’t see “Appearance” anywhere.Help! Thanks!

Provided you are logged in under the exact same username account that registered the blog go to > Dashboard > Appearance > Widgets
