How to add HTML and JavaScript to the blog

  Hi,
  I want to add a small tag and a link to a JS script to run on the page but I can’t find a way to do this (I am hosted in wordpress.com).
  I am willing to upgrade to premium if it will help me.
  Can you please assist?
