I will flag this thread so it gets moved to the CSS forum for you. There you can get help from Staff or another Volunteer who helps with CSS.

In blogs that do not have CSS editing we can add a background color behind text to each post and/or page. http://wpbtips.wordpress.com/2009/09/19/background-color-to-text/

This thread has been moved into the CSS forum for you. Please do not start additional threads.
As I already explained in the thread that was deleted when you purchase a custom design upgrade you get Staff support. http://en.support.wordpress.com/custom-design/
Staff have deactivated the support link as they are working on their backlog of support tickets. That link will NOT be opened again until 12PM UTC on Monday 18th July. http://en.support.wordpress.com/contact/ After you use the searchbox at the bottom of the page there will be a section that says “Have you found the answer to your question?” You can choose either “Yes I found the answer to my question.” or “No I didn’t find the answer to my question and I would like to contact support for help.” The no option will reveal the contact form.

You can add a background code to each post without CSS upgrade:
<div style="background-color:#HEX_NUMBER;background-image:url('http://URL_OF_IMAGE');background-repeat:repeat-x y;">That code in a post will add an image which tiles both vertically and horizontally.
If you want it to tile only vertically, then use just the y and not the x, -
