  On a WordPress.com website, you cannot add new plugins. To do this, you would need a self hosted WordPress.org website. If you’re unsure about the difference between these two, please check out this page.

  So I can’t add a login plugin or widget on any theme?

  You can add widgets from the choices already available at your WordPress.com website. You cannot add new ones that you´ve found online. The team behind WordPress.com manages which widgets are available at any given time. To find your available widgets, go to your WP-admin panel and click Appearance > Widgets in the main menu to the left. If you want to read more about widgets, please click here.

  There are a lot of plug ins already installed on your WordPress.com website. However, you can´t go online to download new ones, and install them. For this, you would have to have a self hosted WordPress.org website. To read more about plug ins, please click here.
