  is there anyone who can teach me how to add plugins in the basic way
  is it free to add a plugins?

  here is no FTP access to WordPress.com blogs and we can’t install plugins. They are only for WordPress.com installs. If you are asking about a WordPress.org install then you need to post to the correct support forums here http://wordpress.org/support/
