Hello, I can’t find the page where I can add plugins that i’v downloaded.

I’m sorry but plugins cannot be uploaded here at wordpress.com for security reasons.

Was there something in particular you were trying to do?

As Mark said, no 3rd party plugin can be added by users to their WordPressdotcom site. Please see any of these previous forum discussions https://en.forums.wordpress.com/tags/plugins and these support docs

You can install plugins if you self-host a standalone install of the WP software.

@ilipily – Unfortunately no. The only “forum” type setup we can use here is a site using the P2 Breathe or P2 Classic theme. https://wordpress.com/themes/search/p2/

@vashtistarling which webform are you referring to?

We can use Wufoo, Jotform and Googledocs forms here on WordPressdotcom.

Just to clarify, none of those are plugins-they are “embeds”
