How to add plugins tab

Hi i am new to wordpress.I created a website and i also wants to add some plugins but i cant find the plugins tab in my dashbord.I downloaded the wordpress softwares from wordpress.org but i dont know how to use it.I requested to all of you to help me

As you can see on the other threads on the Plugin tab, there are no plugins at WordPress.com.

Then what can i do? Is This Is a mistake taken by wordpress.Plz tell me i bought a domain from wordpress and now i permenently wants to use wordpress.I transferred my blog from blogger to wordpress
