  How to upload plugins without the upgrade? I want to add plugins to my site but it insists I get the 70 dollar upgrade.

  The blog I need help with is: (visible only to logged in users)

  You can’t add plugins here at all. NO upgrade will give you that ability: http://en.support.wordpress.com/plugins/

  What plugin do you want to use? What does it do? Maybe something like that already exists herer.

  A plugin that can get e-mails of visitors for a newsletter or updates

  There are no mailing list options on WordPress.com. What you have here is the blog subscription button where users can sign up for email notifications, but you cannot add users to a mailing list yourself, subscribers at all times have complete control over their own subscriptions, and in the case of people who sign up while logged in to a WordPress.com account, you won’t even see their email addresses under your follower stats. https://en.support.wordpress.com/widgets/follow-blog-widget/

  If you want to make use of newsletters you’ll need to create an account with a service like MailChimp and manually link to it from your site. You can add a contact form visitors can use to sign up for it: https://en.support.wordpress.com/subscriptions-and-newsletters/
