How to add post time (not only date) in Penscratch theme?

    I just started a blog in Penscratch theme, which I liked for its simplicity.
    However, I really do not like that the time of my posts displays as date only. I expect to make multiple posts in a day, and want my future readers (if I ever get any, haha) to be able to see the time of my posts as well as the date.

    The support pages are not very helpful; they say to use the Time Format and/or Date Format in General Settings, but neither the Time Format nor the Date format appears there for me (nor, I believe, does the Timezone Format, but I tend to leave the default setting anyway).

    How to do it? I really hope the answer is not “pay for a premium account” (I can’t really afford that kind of money), and I’d rather prefer it not to be “add your own CSS” (I suck at coding, especially in unfamiliar languages).
    If the answer is “change the theme”, I’m willing to do that as long as the other theme is of similar simplicity.

    Apparently General Settings tab on the Admin dashboard is a different thing from the General Settings tab on the main dashboard, and the date formatting is included on the former but not the latter.
    (And I didn’t immediately see how to find the former on the relevant support page, because the information is split between the two halves of the page.)

    Aside from that, now that I could find the proper General Settings tab, I was able to implement the solution given at https://wpbtips.wordpress.com/2009/03/24/posting-time-displayed/ (I’m giving the link in case future users who have a similar problem will be able to find this thread).
    Now the post timestamps on my blog properly show the time as well as the date, so that’s resolved, I guess?
