how to add privacy policy?

Hi. I’m new to wordpress.com and finding my way around. I don’t have a domain name or anything other that the basic free site. What are my options for adding a privacy policy. Or if my blog is hosted with the .wordpress.com extension does wordpress’s own privacy statement apply in the same way that uploading UGC to youtube does.
I notice a lot of other peoples blogs have a footer with a privacy link that takes you to https://automattic.com/privacy/ but I don’t know how to do that or if its appropriate.
My site is tech review. I have an embedded youtube video in each blog, no comments. Just one of my blogs has an affiliate link.
I’d like to be fully compliant but can’t figure out what the best way is. I guess i could completely write my own privacy policy and make it as a new page? Or I could just remove that one affiliate link and not need a privacy policy? confused..The blog I need help with is: (visible only to logged in users)

The Privacy Policy released by Automattic is under a Creative Commons Sharealike license, which means you can copy it, adapt it, and repurpose it for your own use.
However, Automattic advises making sure to revise the language so that your policy reflects your actual practices.
The decision is entirely yours depending on your site’s purpose and content.

Thanks so much weirdchhori that’s very thorough. Please- How do I get place the link on my blog footer like I see others doing? I don’t see an option to set a generic footer/link that appears in all my blogs or pages.
