  It is not possible for you to add your own custom themes to WordPress.com. However, you can contact support and make suggestions.

  We are always looking to add new themes to WordPress.com. Please feel free to suggest the addition of any theme. You can either contact support with the suggestion or drop a line in the Themes Forum.
