I think that’s called a plugin. I don’t know if it’s a theme-based plugin but don’t you think the “TOP POST” widget is already the answer to this? Well, I’d like to, one day see it in wordpress.com – best is to send it via feedback as “new ideas”?

If you own a domain, you can pretty much upload many plugins you want on your blog (there are many available plugins at wordpress.org). Whereas here, only the wp staff can add a certain plugin. Have you seen the new plugin installed lately? It’s a “Snap Live”. Go to your Dashboard -> Presentation -> Extras and enable the plugin (you can activate/deactivate it anytime) if you want to use the “Snap Live”.

Dr Mike means that the best way to make this available to WordPress.com bloggers is for you, and anyone else interested in doing this, to send staff a Feedback from their dashboard. The link is in the top right-hand corner of your screen.
Nobody can make the decision about whether it’s better for you to host off WordPress.com but you. Read a few of the threads on the subject, weigh how important javascript widgets, plugins, and/or advertising are to you, and then make your decision. If you’re not techie, this is probably a better place for you unless those things are really important to you.
